Problem/Scenario Take Out/Delivery mode has a skip button if you have a delivery charge set in Back Office. This is a bug.

Symptoms to identify issue: Site is able to skip customer prompt; Silver PRO; Takeout/delivery transactions.

Resolution: 
This bug should be fixed in 3.10.1.31006 and any previous version.
We do not want to show this to the merchants as the ability to skip should not be possible in take out/delivery.
Please note: If the customer explains that they once had the ability to do this function and now they don’t- let them know by design it is not an intended function and it was a bug that has since been fixed.  
Suggest to the customer to make a customer named "Take out/Delivery" if they don’t want to add actual customers.
